How Fiat keys work
Fiats use an immobiliser that compares the key’s chip with the ones stored by the car; when the key is not recognised, the immobiliser light stays on or flashes on the dashboard and the engine cuts out straight away. The Panda and some entry-level 500s have a fixed-blade key, with or without a remote. The 500, Punto, Tipo, Doblò and Ducato mostly use a three-button flip key whose blade spring and pin wear out. Some 500X models may have push-button start depending on the trim, with an emergency blade inside the key. On a van, the key goes through many cycles a day: rounded blades, worn-through buttons and a stiff ignition are common. A badly worn blade is cut from the key code rather than copied, which is why the chassis number (VIN) is useful.

Your questions
My Fiat starts and then stalls straight away with the key light on, why?
That is typical of a key the immobiliser does not recognise: the engine runs for a second or two and then stops. The chip may be damaged or the key head cracked. Try the second key: if it works, a new key can be programmed to replace the faulty one.
Can we have a key for each driver of our Fiat Ducato vans?
Yes, each extra key is programmed to the vehicle it belongs to. For a fleet, gather the chassis numbers and the condition of the existing keys: this lets us prepare a free quote per vehicle. A key with a badly worn blade or buttons is worth replacing before it fails on the road.
